WHAT'S THE PLAN?

PHASE 1

Hold Constitutional Convention with lottery- selected delegates. At the same time, conduct public outreach campaign to build awareness of the convention.

Two ballot measures. Ballot Measure 1 - Allows a new constitution to be put in place by initiative, Ballot Measure 2 - Establishes the Represent CA proposal as the new constitution.

PHASE 2

PHASE 3

An improved democratic system for California, able to tackle severe and complex challenges.
